The infant mortality rate is defined as deaths occurring to infants under 1 year of age per 1,000 live births.  The data are reported by the place of residence, not the place of death.

The maps present data for all races combined as well as for African Americans exclusively.  This is to show that the infant mortality rate is significantly higher amongst the African American population than for society as a whole.  One reason for the discrepancy is lower access to quality healthcare services for African Americans.
